Qualcomm plans to cut jobs globally following its annual employee reviews, with notifications expected to begin in November, India Today reported on October 21. The company has not disclosed how many positions will be affected.

In an internal message to employees, chief executive Cristiano Amon linked the exercise to strengthening the company's performance culture and tackling areas that had repeatedly missed expectations. Decisions will also take account of business priorities, organisational requirements, skills and expertise.

What makes a layoff performance-focused?

The distinction lies in the reason for the reduction and how employees are selected. A conventional layoff generally begins with a business decision to reduce costs, reorganise operations or remove work that is no longer required. Selection may therefore turn on an employee's role, team or location rather than their appraisal.

A performance-focused reduction places greater weight on productivity, ratings, managerial assessments or targets that the company considers unmet. The position itself may survive, potentially with another employee taking it on. By contrast, restructuring can eliminate a position even when its occupant has performed well.

These are not mutually exclusive categories. A company reducing headcount for commercial reasons may use appraisals to choose whom to retain. Qualcomm's inclusion of organisational needs and skills alongside performance illustrates why the label alone cannot explain every individual decision.

An established practice with more explicit language

Performance-related dismissals, improvement plans and systems that compare employees with their peers have been part of corporate management for decades. What stands out in such announcements is the more explicit use of performance and productivity to explain workforce reductions, rather than the emergence of an entirely new employment practice.

What the label does—and does not—tell employees

When appraisals become a stated basis for job cuts, the clarity of targets and the consistency of assessments matter more to employees trying to understand their job security. Relevant questions include whether expectations were communicated, whether feedback was clear and whether managers applied comparable standards across teams.

An employer's explanation is not, by itself, evidence that every person selected performed poorly. Ratings can include subjective judgements, while changing business needs can alter which skills a company wants to retain. For Qualcomm employees, the announced criteria describe the intended selection process; they do not establish the reason for any individual's departure.
