Pakistan’s IMF–World Bank Chair Role Is Ceremonial: Subramanian

Former IMF executive director Krishnamurthy Subramanian challenged Pakistan’s description of its 2027 chairmanship as a historic milestone, saying the rotating role does not amount to leadership of the global financial system.

India’s former IMF executive director Krishnamurthy Subramanian said on October 18 that Pakistan’s appointment to chair the IMF–World Bank annual plenary in 2027 was a ceremonial responsibility, challenging Islamabad’s presentation of it as a “historic milestone”.

India Today reported that Pakistan’s Economic Affairs Minister Ahad Khan Cheema was named incoming chair on Friday at the annual meetings in Bangkok. Pakistan previously held the role in 1953.

In a post on X, Subramanian described the annually rotating position as “protocol, not power”, citing Paraguay’s turn in 2026 and Cabo Verde’s in 2025.

A diplomatic platform, not control over lending

Pakistan’s government said the appointment would enable it to contribute to discussions on the global economy and development, and help facilitate dialogue among member countries.

The responsibility involves presiding over proceedings attended by finance ministers and central bank governors. It does not give Pakistan authority over lending decisions. Subramanian’s criticism centred on the distinction between chairing that meeting and exercising leadership over the international financial system.

Subramanian disputes comparisons with India

Subramanian also objected to comparisons between Pakistan’s appointment and India’s G20 and BRICS presidencies, describing them as a “false equivalence”.

He argued that India’s G20 presidency helped shape the agenda of a major forum for global economic cooperation, while its BRICS presidency involved leading a platform of emerging economies. Pakistan’s assignment, he said, was to preside over an annual meeting. Those comparisons reflect Subramanian’s assessment of the different roles.

Pakistan awaits a separate IMF financing decision

The appointment comes while Pakistan awaits IMF Executive Board approval for approximately $1.2 billion under two lending programmes, following a staff-level agreement on their latest reviews. The anticipated release is therefore not yet an approved disbursement.

Pakistan is borrowing through a $7 billion Extended Fund Facility intended to support economic reforms and external payment needs. It also has a $1.4 billion Resilience and Sustainability Facility aimed at climate-related risks. These are the sizes of the two programmes, distinct from the roughly $1.2 billion awaiting board approval.
